Question
This question relates to the Level 3 checks concerning the CFR. This validation is part of a set validations which validates the market share as reported in the CFR against the totals per country available in the ECB Datawarehouse. Where the other market share validations seem logical, SRBDQ_0416 does not as it compares a transaction total in euros to the total of ATM machines to validate the market share of cash services.
We would kindly ask if you could look into this and share your view on how we can address this validation prior to submission of our CFR template to the data collection portal.
Response
The SRB agrees that the ECB DWH reference is not ideal to calculate the market share for cash services.
Instead, the bank should use the following data points in the ECB DWH:
PSS.A…..F105.I10.I111.VT.X0.20.Z01.E - ATM cash withdrawals (except e-money transactions)
+
PSS.A….F102.IOT.Y000.VT.X0.20.Z01.E - OTC cash withdrawals
The CFR guidance for the 2024 Resolution Planning Cycle will be updated accordingly.
