Question

Following the set of rules published in the guidance, we have a question regarding the control v_2_0016 regarding the date of issuance. The test will check the the issuance date is before the date o the next redemption dans the earliest redemption date. In the same document, you indicate a mandatory default value if “Not applicable” for c0190 and c0200 MBDT data points which is : 0001-01-01 Both rules seems orthogonal to us. Indeed, we could have some cases where the date of issuance is available and one of both of the other dates are not. Therefore, the control will be false. Furthermore, we add that those value dates are misaligned with the default value dates posted on the LDR (2099-12-31) What aren the prerequisites regarding this control and how we should implemented – in regard with the elements above ?”

In general, validation rules with pre-requisites (listed in column J of the MBDT Annex II on the validation rules) should only be performed when those pre-requisites are met and applicable. For the “Date of issuance” field (c0170 in B02.00), the validation rule indicates that the reported value must be before the “Date of the next (partial) redemption payment” (c0190) and the “Earliest redemption date” (c0200). As such, the reporting of either c0190 or c0200 is a pre-requisite to run the validation rule. If either of these fields contains a non-applicable value of '0001-01-01', indicating that the pre-requisite is not applicable, the validation rule should not be performed against such required field.
